The Committee shall serve in advisory capacity to the City Council on the implementation of the city’s cannabis program by working with the city’s selected cannabis consultant.In so doing, the Committee shall endeavor to the following: The City Manager is authorized to select any member of the city staff to serve as the secretary for the Committee.
The Committee shall have one chair and one vice-chair.The member of the City Council serving on the Committee shall serve as the Chair. Members of the Committee must be appointed by the Mayor and approved by a majority of the City Council of the City of Hawthorne.Each member shall serve a term of two (2) years, or until the majority of the City Council deems the Committee has accomplished its goals and the cannabis program is fully implemented, including, but not limited to, adoption of ordinances, formation of license issuing committee, formation of an oversight committee (as deemed necessary by the City Council), determination of zoning for cannabis related businesses, implementation of all ethical policies. The Committee shall consist of five (5) members, comprised of (1) one representative from the City Attorney’s Office, (2) one representative from the Planning Department, (3) one representative from the City Manager’s Office, (4) one representative from the Police Department and (5) one member of the City Council to serve as the chairperson.Members are to serve on a voluntary basis with no additional compensation.The four departments that make up the membership may delegate a qualified representative from each department for each meeting but one designee from each department is highly encouraged in order to achieve consistency and continuity of the Committee’s work.If an alternate person represents one of the department for a particular meeting, that person shall have the understanding of the issues for that meeting in a reasonably competent fashion.
